  • If you have mailed your completed registration form, please allow one to two weeks before attempting to set up a PIN
  • If you have faxed your completed registration, please allow 24 – 48 business hours before attempting to set up a PIN

Our office is available to receive registration forms Monday – Friday from 8am – 4pm.

Please note: If you’ve previously filed a return, paper or e-file, with our office or have received a delinquent filing notice or bill from us, you are already registered and will only need to set up your PIN.

Tax Rate: Effective January 1, 2014 the income tax rate is 1.5% 

Important Income Tax Changes for Filing Your 2023 City of Wooster income tax return:

  • 2023 City of Wooster income tax return is due April 15, 2024
  • Page 1 of your Federal 1040 must be attached to your return
  • Penalty is 15% of tax due
  • Interest is 0.583% per month
  • Late filing fee of $25.00 
  • Refund or tax due of $10.00 or less is not payable

  • Interest rate for 2023 is 7%
  • Interest rate for 2022 is 5%
  • Interest rate for 2021 is 5%
  • Interest rate for 2020 is 7%
  • Interest rate for 2019 is 7%
  • Interest rate for 2018 is 6%
  • Interest rate for 2017 is 6%

Ohio Revised Code 718.27 requires that municipalities set the interest rate for delinquent unpaid tax liabilities at the federal short-term rate (rounded to the nearest whole number percent) plus 5 percent (5%). Interest shall be imposed per annum on all unpaid income tax, unpaid estimated income tax, and unpaid withholding tax. The interest rate shall apply to the calendar year following the July of the year in which the federal short-term rate is determined.
