An initiative by the City of Wooster, Ohio, in partnership with consultant OHM Advisors, to engage the community and develop a vision plan for the city’s next decade.

If you’ve been here in Wooster for awhile, you know that we’ve done this before. The last two city comprehensive plans were adopted in 2002 and 2014, and 2023 was the year to review how the city had grown, changed, and experienced various economic impacts to create a new plan for growth and development for the next 10 years.

Changes since the 2014 Plan

Great things have happened since we adopted the 2014 Plan! Some highlights include enhancements to downtown Wooster, with:

  • The Wooster Downtown Plan (2015) and
  • The Center Green Plaza and Downtown Streetscape (2018)—which won the 2019 Heritage Ohio Best Downtown Placemaking Award!

Project Schedule

The planning project began in January 2023 and concluded in December with five Steering Committee meetings, a 5-week online public engagement survey, online public engagement and three public open houses.

Online Survey

The online community engagement survey was open for 5 weeks and we received 1,836 responses from the general public. You can see the results below in the Community Survey Results Link.

Plan Recommendations & Public Feedback

Open House #2 took place on Monday, November 6, 2023, from 5:00 - 7:00 p.m. at Wooster City Council Chambers. The planning team unveiled the plan recommendations and requested public feedback. To view the meeting presentation, you can watch the recording below!
