City of Wooster and Wayne County Partnership - Community Housing Impact and Preservation (CHIP) Program Application: 2nd Hearing

The City of Wooster and Wayne County intend to, as a single Partnership, apply to the Ohio Development Services Agency, Office of Community Development, for funding under the Community Housing Impact and Preservation (CHIP) Program, comprised of Community Development Block Grant (CDBG) Small Cities Program and HOME federally funded programs administered by the State. Provided the Partnership meets applicable program requirements, the Partnership is eligible to for up to $850,000 of fiscal years 2016-2018 HOME and CDBG funding (and potentially State of Ohio Housing Trust Funds).

A second and final public hearing will be held on April 26, 2016 at 1:00pm at the Wayne County Administration Building, inside the Lounge Room (2nd Floor), located at 428 W. Liberty Street, Wooster, Ohio, to give Wayne County residents an opportunity to review and comment on the City’s and County’s partnership application, including the activities summarized below, before the Partnership submits its application. Citizens are encouraged to attend this meeting.

The City of Wooster, on April 1, 2016, and Wayne County, on February 4, 2016, each conducted public hearings to inform citizens about the CDBG and CHIP programs, eligible activities, and other important program requirements. Based on both citizen input and City of Wooster and Wayne County officials’ assessments of the area needs, the City and County will propose renewing the current Partnership to file an application to undertake the following CHIP eligible activities for Fiscal Year 2016-2018:

Eligible Activities

Private Owner Rehabilitation: $279,585

Rental Rehabilitation: $137,000

Home Repair: $195,015

Home Repair - Septic: $60,000

Homeownership: $89,000

Project Administration: $88,400

Fair Housing: $1,000
