CITY OF WOOSTER and WAYNE COUNTY PARTNERSHIP
COMMUNITY HOUSING IMPACT and PRESERVATION (CHIP) PROGRAM APPLICATION: 2ND HEARING
(CHIP Program - FY 2019-2021)
The City of Wooster, Wayne County, and the City of Orrville, intend to, as a single Partnership, apply to the Ohio Development Services Agency, Office of Community Development, for funding under the Community Housing Impact and Preservation (CHIP) Program, comprised of Community Development Block Grant (CDBG) Small Cities Program and HOME federally funded programs administered by the State. Provided the Partnership meets applicable program requirements, the Partnership is eligible to apply for up to $1,350,000 in funding through CDBG, HOME, and possibly State of Ohio Housing Trust Funds, for fiscal years 2019-2021. The City of Wooster, in care of the Partnership, will apply for $962,500 in funding.
A second and final public hearing will be held on April 15, 2019 at 12:00 PM at Wooster City Hall, inside Council Chambers, located at 538 N. Market Street, Wooster, Ohio 44691, to give all Wayne County residents an opportunity to review and comment on the City’s and County’s partnership application, including the activities summarized below, before the Partnership submits its application. Citizens are encouraged to attend this meeting.
The City of Wooster, on February 8, 2019, and Wayne County, on February 14, 2019, each conducted public hearings to inform citizens about the CDBG and CHIP programs, eligible activities, and other important program requirements. The City of Orrville will also apply as an individual member of the Partnership. Based on both citizen input and City of Wooster and Wayne County officials’ assessments of the area needs, the City and County will propose renewing the current Partnership to file an application to undertake the following CHIP eligible ACTIVITIES for Fiscal Year 2019-2021:
Private Owner Rehabilitation: $374,500
Rental Rehabilitation: $163,000
Repair Assistance (w/Septic): $275,000
Project Administration: $109,000
Fair Housing: $1,000
