Mayor
Mayor Breneman

Robert F. Breneman has proudly served as Mayor to the City of Wooster since January 1, 2008. His roots are that of this community as he has been a life resident of Wooster. He is an acting Elder at the First Presbyterian Church of Wooster and has raised his three children here with his wife Amy.

Before his tenure as mayor Robert served both as a City Councilman-at-large and President of the Wooster City Council. He is a past member and/or director of many civic organizations such as: Wooster Planning Commission, Wooster Growth Corporation, Wayne County chapter of the American Red Cross, College Hills Retirement Village, Wooster Soccer Association, Wooster High School Booster Club, and is a current member and former President of the Wooster Kiwanis club to name a few. Among his other accomplishments Robert is a former high school teacher Westerville South High School, and a Graduate of Wittenberg University with a B.A. in Geology.

While many other communities struggle in today's tough economic climate, Robert has tried to position the City of Wooster for economic success by restructuring the City's work force and implementing new procedures to streamline processes and lower costs in the effort to balance the City's budget.

Marketing Wooster as a business friendly environment has always been a priority during his administration. Robert meets regularly with business owners and is active in the economic development and revitalization of Wooster's downtown area and is instrumental in searching for new commercial ventures for the north end.

No matter what challenges lay ahead for this community Robert is ready to meet them. He enjoys serving his home town and in turn ensures that he will continue focus on making it a better place to live.

Director of Administration

Joel Montgomery brings a wealth of experience and dedication to his role of Director of Administration. He began working for the City of Wooster in 2000 as an engineer in the Engineering Division; he was promoted to City Engineer in 2003, then continued on as Public Works Administrator in January of 2012, and is currently the Director of Administration as of September 2012. 

Joel is a proud Ohio State University graduate with a BS in Civil Engineering, and is a licensed, professional engineer. He is also a proponent for continuing education having completed additional coursework in Engineering Management through University of Wisconsin, Public Management through Cleveland State University, and a Master of Science in Management from Indiana Wesleyan University. 

His experience in project and organizational management includes financing, budgeting, scheduling of capital projects and operations management in both the private and public sectors along with a thorough knowledge of policy and procedures needed to work with other governmental agencies. 

Along with his duties as Administrator, Joel is also active on several city, county and local commissions such as The Wayne County Planning Commission, the Wooster Growth Corporation, Main Street Wooster, Wayne Economic Development Council Advisory Board, Wooster-Ashland Regional Council of Governments Board of Directors, and a member of the Goodwill Industries Board. Joel and his family are active members of the Heritage Baptist Church where he has served as a deacon for over 10 years. He looks forward to maintaining the core values of stewardship and integrity in all government operations, and helping the City of Wooster remain a vibrant and growing community. 

Director of Finance

Andrei Dordea is the Director of Finance for the City of Wooster municipal government. In that capacity he serves as the chief financial officer of the municipal government. He also serves as Treasurer of the Wooster Growth Corporation, the City’s community improvement corporation. He is currently in his tenth year of service with Wooster. Prior to joining the city of Wooster, Andrei served for eleven years in a similar capacity at the City of Alliance. His professional background also encompasses four years of accounting and finance in the private sector. Andrei received his Bachelor of Science Degree in Accounting from the University of Akron in 1989. He received his MBA from Malone University in 2000, and he is a licensed CPA in the state of Ohio.

Director of Law

John Scavelli, Director of Law, serves as chief legal counsel for the municipal government, including the municipal hospital. In that capacity, s/he advises and represents the mayor, the city council, the hospital board of governors, and the various city boards and commissions. The law director prepares and/or reviews contracts to which the city government or the hospital are parties; prepares and/or reviews legislative proposals for the city council; prepares or assists in the preparation of policy proposals and supporting documents; prepares legal opinions for the various city and hospital offices; and represents the city and the hospital in judicial and administrative proceedings, including labor negotiations and employment matters.
