Taxes

Specific questions regarding mandatory filing or Wooster's municipal income tax can be referred to the city income tax department by calling 330-263-5226.

  • Q: Who must file a return?
  • A: All persons and business who reside in the city of Wooster (18 and older) must file a municipal income tax returnstarting tax year 2006. Previous exemptions to filing no longer exist.
  • Q: When is the income tax return due?
  • A: April 15, of the given tax year or the next busineess day if 15th falls on a weekend.
  • Q: What is the Income tax rate for the City of Wooster?
  • A: Effective January 1,2014 the income tax rate is 1.5%.
  • Q: Where should I send the Wooster tax return to?
  • A: Send your completed, signed Wooster tax return to: City of Wooster Income Tax Dept., PO Box 1088, Wooster, OH 44691.
  • Q: Where can I get a form?
  • A: Forms will be available in January of the given tax year. They will be on our website at www.woosteroh.com, the Wayne County Public Library - Wooster branch, and at the Municipal Building at 538 N. Market St. You can register to receive the returns via mail by filling out our individual or business registration. If none of these options are convenient, they can also be mailed upon request.
  • Q: I rent in the city, and don't own any property. Am I required to file?
  • A: Yes. All residents, regardless of whether they rent or own property have a filing requirement.
  • Q: Does this change in filing requirement change what income is taxable?
  • A: No. There has been no change is what income is taxable and what is not. If you have questions about whether your income is taxable to the city, please visit our website at www.woosteroh.com and look at our income tax instructions, which give a listing of taxable and non-taxable income.   • Q: I work outside the city and pay city tax to my work city. Will I owe additional money to Wooster?
  • A: Presuming you don't have any other sources of income taxable to Wooster and you pay your work city at least 1.5% in municipal income tax, you should not owe additional local income tax to Wooster. You are still required to file a return, however, by April 15, or the next business day of the given tax year if the 15th falls on a weekend.
  • Q: I'm retired and my only sources of income are interest earnings, social security, and a pension. Do I need to file?
  • A: Yes. There is an EZ form for retirees to complete where they can check a box indicating they have no taxable income, sign and file the return by April 15, or the next business day of the given tax year if the 15th falls on a weekend.
  • Q: I work in the city of Wooster, but am not a resident. Do I need to file?
  • A: No. If your employer is properly withholding 1.5% from your pay and you are NOT a Wooster resident, you do not need to file a return.

  • Q: Who do I contact if my mailbox is damaged by a snow plow?
  • A: Snow plow operations occasionally damage mailboxes. The City has a policy to repair or replace mailboxes struck by snow plows. However, most mailboxes are damaged by snow thrown by the plow and are the homeowner's responsibility to repair. Mailboxes are supposed to be installed 6-8" behind the back of the curb, or 8 inches behind the edge of the street if on unimproved streets. If mailboxes are leaning in to the roadway where the snowplow can impact them, they will not be repaired. The Postal Service also requests that homeowners keep the area in front of their mailboxes clear so that postal vehicles are able to get close to the mailbox.   • Q: What is the procedure to submit for a commercial plan review?

  • A: A plan review resubmittal fee of $82.40 is required in addition to a completed plan review application marked "resubmittal" in addition to 4 sets of the revised plans. Commercial Plan Review Application
  • Q: Can I run a business out of my home?
  • A: Yes, but you must meet the Home Occupation regulations of the Zoning Code and obtain a permit prior to opening such business.Zoning Code Section 1125.06
  • Q: Do I have to be a licensed contractor in order to do work within the City?
  • A: Building contractors are not required to be licensed but do need toregister with the City Building Department. We do require that electrical, plumbing and HVAC contractors have a State of Ohio license in order to do work within the City. All contractors, including building contractors, must register with the City. There is no fee for registering.

City Permits

  • Q: Do I need a permit for a fence?
  • A: Yes. Zoning Code Section 1125.07
  • Q: Do I need a permit for a pre-built storage building?
  • A: Yes, all storage buildings require a zoning permit. In addition to a zoning permit, a building permit is also required for storage buildings that are 200-sq. ft. or larger.
  • Q: Do I need a permit in order to put a swimming pool on my property?
  • A: Yes. Zoning Code Section 1125.08A building permit is also required if the pool is greater than 12' in diameter and/or 12' deep. Fencing is also required.
  • Q: Do I need a permit in order to erect a tent on my property?
  • A: A building and zoning permit is required for all tents that cover an area in excess of 200-sq. ft. as per the Ohio Building Code, Section 3102.

  • Q: What are your office hours?
  • A: We are open from 8:00 a.m. until 5:00 p.m., Monday through Friday. We are closed on all legal holidays (with the exception of Columbus Day).
  • Q: Once I obtain a permit, how soon can I schedule an inspection?
  • A: Typically, 24-hours notice is required.
  • Q: Who handles building permits outside the City?
  • A: Properties not in the City limits of Wooster are under the jurisdiction of the Wayne County Building Permit. Their telephone # is 330.287.5525; 428 West Liberty Street, Wooster.
  • Q: Do you have a listing of commercial permits which have been issued?
  • A: We have a listing of all building permits our department has issued in the past 12 months. The listing is available for review during regular office hours in the Building Standards office at 538 North Market Street.

City Parks

  • Q: How do I reserve a pavilion?
  • A: The park pavilions are always free for the public to use. However, if you would like to assure the use of Christmas Run #1 West, Christmas Run #1 East, Christmas Run Finn Pavilion, Freedlander Dave Houser Pavilion or Oak Hill Pavilion for a specific day you may pay a reservation fee. Please call the Wooster Recreation & Community Services Department/Community Center at (330)263-5207 for fees and availability. These fees are non-refundable.
  • A: No you only have to pay to reserve the pavilion for your exlusive use. When pavilions are not reserved, they are open to the public on a first come first served basis. We will post all rentals on the pavilion bulletin board weekly.
  • Q: How much does it cost to rent the Freedlander Chalet?
  • A: We no longer rent out the Freedlander Chalet.
  • Q: How much does it cost to rent the Wooster Community Room?
  • A: The Community Room is $200.00 for 4 hours. This includes a refundable deposit of $50.00 if no damage occurs, no excess cleaning is needed and the user is out by the ending time recorded on the rental contract. The use of the kitchen is an additional $50.00. Additional hours past the first four initial hours are $30.00 each.
  • Q: What are the hours at the Community Center?
  • A: Monday thru Friday, 8:30am – 4:30pm. We are closed every Saturday, Sunday and major holidays.

  • A: Wooster Community Center located at 241 S Bever St. Wooster, Buehler’s Milltown or Buehler’s Towne Market. Pool passes purchased at Wooster Community Center will be printed on site. Pool passes purchased at er Buehler’s locations can be picked up at the pool specified by the customer.
  • Q: What methods of payment do you accept?
  • A: Cash, Check, Credit Card & Money Order (Community Center); Cash & Checks ONLY (City Pools)
  • Q: What qualifies one as a resident of Wooster?
  • A: If one lives within the corporation limits of Wooster or an adult living in one's household works within the corporation limits of Wooster, he/she is considered a resident.
  • Q: If I have a Wooster address, am I considered a resident?
  • A: Not necessarily, a Wooster mailing address does not mean you reside within the corporate limits of the city.
  • Q: What is the City Subsidized Taxi Program?
  • A: The City Subsidized Taxi Program is for residents who live in the Wooster City Corporation limits. Qualification is based on an individual's household income and proof of financial assistance. All eligible participants may purchase taxi passes for $4.00 each. These taxi passes are only good within the city limits. Please call or visit the Wooster Community Center for an application and more details.
  • Q: What is your youth scholarship policy?
  • A: If a child, ages 2 - 17, lives within the Wooster City Corporation limits and receives free or reduced lunches or has a Medicaid card, the child can receive 50% or up to $20.00 off one of our programs once every brochure. A child can also receive a scholarship pool pass for $20.00. The lunch letter or Medicaid card must be presented at time of registration.
  • Q: Do you need to purchase a membership to the Wooster Community Center in order to participate in its activities and events?
  • A: There are no memberships to the Wooster Community Center. You pay for what you would like to do. Some activities are free to those who are 50 and older. Please see our brochure for details
  • Q: How do I purchase a Fitness Room Membership?
  • A: The Fitness Room is for adults 50 and older. Before purchasing a membership, one must sign up for a fitness room orientation. After the orientation, one may purchase a monthly or yearly membership. Resident - $14 month or $85 year, Non-Resident - $15 month or $85 year
  • Q: How old do you have to be to participate in the Older Adult activities?
  • A: 50 and up
  • Q: How does the wait list process work?
  • A: If an activity is full, we can place your name on a wait list. You will ONLY be contacted only if an opening becomes available. Payment is needed only if registration can be accepted. Please contact the Wooster Recreation and Community Services Department if you would like to be placed on a wait list.
